Yes,
All parts content can be overridden.
For example, if you want to customize the tabs rendering :
Copy the file /layouts/nge/panels/tabs.php
into
/templates/yourtemplate/html/layouts/nge/panels/tabs.php
Now, you can modify the new file tabs.php.
It will not be replaced when you do NGE updates.
